BSPA chairman Pete Toogood has described the first day of the sport's annual conference as positive.
Elite and Premier League clubs will stage further discussions over the weekend with a full statement expected on Sunday evening.
Toogood said: "We have had a successful closure to 2008 business and there is a feeling that we are all now ready to press ahead with 2009 business with vigour from Saturday morning."
